Pretoria – The suspended Deputy National Police Commissioner, Lieutenant-General Shadrack Sibiya, will not be recalled to testify before the Madlanga Commission of Inquiry, the commission has confirmed.
In a letter dated 12 May 2026, commission secretary Dr Nolitha Vukuza informed Sibiya that the inquiry does not intend to recall him for further oral evidence, effectively concluding his appearance before the panel.
“As you will recall, after several days of appearance, your further evidence was postponed on 24 February 2026,” the letter reads.
“We wish to inform you, as presently advised, that the Commission does not intend to recall you for further oral evidence.”
The Judicial Commission of Inquiry into Criminality, Political Interference and Corruption in the Criminal Justice System was established to investigate allegations of wrongdoing within the police service, including claims of political interference and corruption.

Sibiya’s testimony formed part of the probe triggered by allegations made by National Police Commissioner General Fannie Masemola and public claims by Lieutenant-General Nhlanhla Mkhwanazi, who accused Sibiya of colluding with former Police Minister Senzo Mchunu to disband the Political Killings Task Team (PKTT).
He was subsequently suspended in September 2025 on charges of serious misconduct linked to the disbandment directive and alleged defiance of instructions relating to the PKTT.
During his appearance before the commission, Sibiya denied wrongdoing and challenged the evidence presented against him, insisting that internal documents supported the restructuring of police investigative units.
The commission’s decision not to recall him comes as its broader inquiry into alleged corruption, political interference and organised crime within the criminal justice system continues.
Sibiya has been asked to acknowledge receipt of the commission’s communication.
