Cape Town – President Cyril Ramaphosa has secured a legal victory after the Western Cape High Court granted his application to halt Parliament’s impeachment process linked to the Phala Phala scandal.
The court ruled in Ramaphosa’s favour on Friday, preventing the impeachment inquiry from proceeding until his review application challenging the Section 89 independent panel’s report is heard.
The panel had found that the president had questions to answer over the theft of about $580,000 (R9.6 million) from his Phala Phala game farm in 2020.

Ramaphosa argued that allowing the impeachment committee to begin its work before the court rules on the panel’s findings would cause him irreparable harm.
The impeachment process was revived after the Constitutional Court ruled in May that Parliament had acted unlawfully in blocking impeachment proceedings in 2022, prompting the establishment of a 31-member multiparty committee. Ramaphosa’s review application is set to be heard from 2 to 4 September.
