Harare – Business tycoon Kudakwashe Tagwirei has been sworn in as Zimbabwe’s Minister of Economic Development and Investment Promotion, placing one of the country’s wealthiest businessmen in charge of attracting domestic and foreign investment.
President Emmerson Mnangagwa administered the oath of office at State House in Harare on Monday, October 12, following Tagwirei’s appointment announced four days earlier, according to Billionaires.Africa.
Tagwirei’s appointment follows the restructuring of the former Ministry of Finance, Economic Development and Investment Promotion into two separate portfolios, with Mthuli Ncube retaining the finance ministry.
Speaking after his swearing-in, Tagwirei said his responsibilities would include mobilising capital to support the government’s economic development agenda.
DR TAGWIREI CALLS FOR CONSOLIDATION OF ECONOMIC GAINS
Dr Kudakwashe Tagwirei says consolidating Zimbabwe’s economic gains will be key as he assumes the role of Minister of Economic Development and Investment Promotion. His remarks come as ZIDA reports approving 378 investment licences worth more than US$3 billion in the first half of 2026.

“In essence, my role is to look at the economic objectives of the National Development Strategy 2,” he said, according to The Herald.
He added that his mandate would include bringing “capital to Zimbabwe”, both from domestic sources and foreign investors, and ensuring government projects receive appropriate funding.
Hon. Senator Kudakwashe Tagwirei has thanked His Excellency, President Emmerson Dambudzo Mnangagwa for appointing him as Minister of Economic Development and Investment Promotion, saying he awaits the President’s direction on his mandate. He said his role will focus on aligning the economic objectives of the ten pillars of the National Development Strategy 2 and mobilizing both foreign and local capital to ensure Government projects are funded.

The government says the new ministry will focus on accelerating investment, industrialisation and economic growth. ZBC News reported that the Zimbabwe Investment and Development Agency had approved at least 378 investment licences worth more than US$3 billion.
Today, Dr Kudakwashe Tagwirei was sworn in at State House as Minister of Economic Development and Investment Promotion, separate from Professor Mthuli Ncube’s Finance Ministry. One stewards the budget. The other mobilises capital.
Yes, he remains under US sanctions. So does President Mnangagwa, designated under the same authority, yet the economy he leads delivered an IMF-verified turnaround. These unilateral measures were never authorised by the UN Security Council, and no sovereign government should build its cabinet to please the capital constraining it.
So here is the only test that matters: investment deployed; factories that open; jobs created; minerals processed at home.
Sanctions will not settle whether this appointment works. Results will.

Business interests and sanctions
Tagwirei founded Sakunda Holdings, a company with interests spanning fuel, mining, agriculture and logistics. He has also been involved in government-supported agricultural and energy programmes.
However, his appointment has drawn scrutiny because of sanctions imposed on him and Sakunda Holdings by the United States in 2020, with further designations in 2024, and by the United Kingdom in 2021. The US Treasury accused him of facilitating corruption and the transfer of its proceeds. Tagwirei denies wrongdoing, while the Zimbabwean government has described the sanctions as politically motivated.
In a report on the appointment, ZimLive, highlighted potential challenges the sanctions could pose to efforts to attract Western investors and financial institutions.
This morning, at State House, I presided over the swearing-in of Senator Kudakwashe Regimond Tagwirei as the Minister of Economic Development and Investment Promotion, in line with Subsections 1 and 6 of Section 104 of the Constitution of Zimbabwe.
This follows our strategic decision to split the former Ministry of Finance, Economic Development and Investment Promotion into two dedicated portfolios.
By creating two distinct ministries with clearly defined mandates and leadership, we are sharpening our focus on robust macroeconomic management while aggressively driving investment and industrial growth. Together, we continue to build a stronger, more resilient economy for all Zimbabweans.

The appointment also comes amid speculation about Zimbabwe’s political succession, with Tagwirei’s growing influence within the ruling Zanu-PF party attracting attention. He has denied having presidential ambitions.
His immediate challenge will be to translate the government’s investment ambitions into tangible projects while addressing concerns over investor confidence and the management of potential conflicts between his business interests and public responsibilities.
