Cape Town – A 43-year-old City of Cape Town Law Enforcement officer has been arrested in connection with the kidnapping, extortion, and murder of a man who was allegedly lured under the pretext of purchasing a vehicle in Bellville last month.
According to police spokesperson Lieutenant Colonel Siyabulela Vukubi, the arrest followed a multi-disciplinary, intelligence-led operation involving the Hawks, the Provincial Anti-Kidnapping Unit, and the Provincial Organised Crime Unit.
The victim was reported missing on May 16 after a friend disclosed that he had last seen him en route to Bellville to view a vehicle he intended to purchase.
A separate friend later received a phone call from the victim, saying he had been kidnapped and was being assaulted.
The suspects initially demanded a R100,000 ransom for the victim’s release, later reducing it to R10,000. An amount of R5,000 was deposited into a bank account provided by the suspects, who continued to demand the remaining balance.

The breakthrough came on May 17, when police investigations led to addresses in Philippi and Kleinvlei.
“On 17 May 2025, the team followed all the leads that led them to addresses in Philippi and Kleinvlei which resulted in the arrest of the four accused, Mogamat Samuels (33), Thokozani Kamnjunga(36), Existing Mudivari (33) and Yasseen Jele (30) who have already made a court appearance,” Vukuba said.
“The team was led to an open field on the dunes between Monwabisi beach and Macassar, where one of the accused pointed out a shallow grave where the victim was killed and buried.”
Shockingly, authorities revealed that a City of Cape Town Law Enforcement vehicle driven by the newly arrested 43-year-old suspect was used in the commission of the crime.
The suspect is expected to make his first court appearance at the Bluedowns Magistrate’s Court on June 10, 2025. He is expected to join his four co-accused for a bail application hearing on June 12.
