Cape Town – Crime Intelligence head Dumisani Khumalo told the Madlanga Commission in Pretoria on Monday that WhatsApp messages show alleged cartel member Vusumuzi “Cat” Matlala facilitated payments to the ANC through Police Minister Senzo Mchunu’s associate, Brown Mogotsi.
He said the payments, sometimes for ANC events, benefited delegates linked to Mchunu via his chief of staff, Cedrick Nkabinde.
“Mr Matlala or one of his employees makes payments to Mr Mogotsi directly sometimes for expenses related to the African National Congress events, and in particular for the benefit of delegates of such events who are apparently linked to the Minister Mchunu, through the Chief of Staff Mr (Cedrick) Nkabinde in the office of the Minister,” Khumalo said.

He also revealed the existence of a “Big Five Cartel,” allegedly led by figures including Matlala and Katiso Molefe, with operations nationwide and headquarters in Gauteng.
“The syndicates, which are operational units of the cartel, consist of between 10 and 12 members that are recruited based on their experience in terms of dealing with one of the commodities that the cartel is specialising on,” Khumalo said.
He warned that the cartel has infiltrated politics, with senior politicians accused of being complicit or deliberately ignoring the syndicate’s activities.
