Johannesburg – Suspended Shadrack Sibiya has told the Madlanga Commission that he never received or agreed to receive impalas allegedly sent by suspected cartel leader Vusimuzi “Cat” Matlala, despite WhatsApp messages suggesting delivery arrangements.
Sibiya denied the allegations, saying he had only asked a contact to help him source one buck for his plot in Centurion and could not afford more animals.

He acknowledged receiving messages linked to the delivery discussion but insisted he rejected any gifts and even reversed a R20,000 transfer from a friend to avoid possible compromise.
Witnesses told the commission that Matlala allegedly provided 20 impalas, cash and property-related benefits in exchange for police protection, claims Sibiya dismissed as false and politically motivated. The inquiry continues.
