Cape Town – Mayor of the City of Tshwane, Dr Nasiphi Moya, has committed to reimbursing approximately R270,000 that she was overpaid by the municipality back in 2019, South African news outlets report.
According to Eyewitness News, the payment dates back to when she served as Chief of Staff to former mayor Stevens Mokgalapa and received a lump sum after the city was reclassified from Category A Grade 9 to Category A Grade 10.
The reclassification resulted in salary adjustments for senior managers, but a later audit revealed that 78 officials, including Moya, had benefited from irregular increases.
As reported by BusinessLIVE, Moya only became aware of the overpayment in July 2024, four years after she had left the position. She has since confirmed her commitment to a repayment plan, despite the matter potentially being legally time-barred.
In 2020, she also returned R10,000 that had been allocated to her as a travel allowance for a Saudi Arabia trip which was cancelled due to the COVID-19 pandemic.

The Democratic Alliance welcomed the repayment but questioned Moya’s delay in taking responsibility.
DA Tshwane finance spokesperson Jacqui Uys said, “It is unfortunate, Mayor Moya had to be prompted to do what is right, instead of setting an example of her own accord.”
Uys added that the DA would continue to monitor the repayment process to ensure it is honoured.
According to Polity.org.za, ActionSA national chairperson Michael Beaumont argued that a 2021 directive under former DA mayor Randall Williams stated that overpayments should be recovered from those who implemented the increases, not from staff members who had already left the municipality.
Beaumont said the focus on Moya showed “political insecurity” from the DA and an attempt to undermine her leadership.
