Cape Town – The Department of Higher Education and Training has issued a Notice of Intent to cancel the registration of City Varsity, Damelin and ICESA City Campus due to ongoing non-compliance with the Higher Education Act.
The Department cited repeated failures to submit mandatory statutory reports and key documents, including audited financial statements and tax compliance certificates, despite multiple extensions.
“This action follows a prolonged pattern of non-compliance with the Higher Education Act (No. 101 of 1997) and the Regulations for the Registration of Private Higher Education Institutions.

“The decision to issue the Notice of Intent to Cancel is taken in the interest of protecting students and upholding the integrity of the sector,” said spokesperson Matshepo Seedat.
He also confirmed that City Varsity and ICESA City Campus have ceased operations, raising serious concerns about their ability to provide higher education.
“The department has received reliable confirmation that two of the institutions, namely City Varsity (Pty) Ltd and ICESA City Campus (Pty) Ltd have ceased operating.”

The Department said the move is aimed at protecting students and safeguarding the integrity of the sector, with affected institutions allowed to make representations and support measures planned for students.
“Institutions that fail to meet their legal and educational obligations cannot be allowed to compromise the futures of the people they serve.”
