Johannesburg – Businessman Stefan Joel Govindraju has been granted R200 000 bail following his first appearance in connection with the alleged looting of billions of rand from Tembisa Hospital.
Govindraju appeared in the Specialised Commercial Crimes Court at the Palm Ridge Magistrate’s Court on Monday, 31 August 2026, facing charges of fraud, corruption and money laundering.
The 37-year-old was arrested at OR Tambo International Airport on Friday, 28 August after returning from the Seychelles.
The National Prosecuting Authority (NPA) did not oppose his bail application, citing his cooperation with investigators and ongoing discussions between the parties.
NPA spokesperson Kaizer Kganyago said Govindraju had been engaging with the prosecution since 2023.
“He has been talking to us as the NPA as far back as 2023,” Kganyago said.
He said discussions continued into 2024, including arrangements involving properties that could be placed under state control until the case is finalised.
According to Kganyago, those developments contributed to the NPA’s decision not to oppose bail, despite the seriousness of the charges.
“We did not oppose the bail, because we don’t find any reason for us to let him stay in prison while awaiting this matter,” he said.

The NPA also disclosed that Govindraju is allegedly linked to the third syndicate identified during investigations into the Tembisa Hospital scandal.
Kganyago said investigators had previously identified three alleged syndicates involved in the matter.
The first was allegedly linked to businessman Hangwani Morgan Maumela, while the second was associated with another individual identified as Mazibuko.
Govindraju, he said, was previously referred to as “Syndicate X”.
“Syndicate X was Mr Stefan Govindranju,” Kganyago said.
The NPA alleges that Govindraju was among the individuals involved in the tender process and that he benefited about R500 000.
Kganyago said more than 70 companies had emerged during investigations into the Tembisa Hospital matter, although further details are expected to be disclosed as the case progresses.
The investigation is being conducted by the Hawks, with the NPA assisting through its prosecutors as part of a prosecutor-guided investigation.

Kganyago said the arrest indicated that investigators had made significant progress, but stressed that the investigation was not yet complete.
“We wouldn’t have arrested if obviously we weren’t a little bit far, but investigations are still going on,” he said.
Asked whether further arrests could be expected, Kganyago confirmed that more people could be arrested but declined to provide a timeframe.
“They will happen,” he said.
Govindraju is expected back in court on 29 September, when the NPA is expected to provide further details on the case and the ongoing negotiations between the parties.
